This function attaches points to vertices.


Specific Errors:
    PK_ERROR_has_parent           'point' is already attached
    PK_ERROR_geom_not_needed      'vertex' already owns geometry


The arrays 'vertices' and 'points' are both of the length 'n_vertices'.
All the 'vertices' must belong to the same body.

Points may not be shared.  No point may belong to a different body.
