This function ensures that a part has no duplicate or invalid identifiers.


Any entities found to have invalid or duplicate identifiers:

 - are returned in 'entities'
 - have the old incorrect identifier returned in 'old_idents'
 - have a new valid identifier assigned to them which is returned in
   'new_idents'.
