This function returns the set of construction surfaces connected to the
given part.


Specific Errors:
    PK_ERROR_child_body             (MILD) 'part' is a child body


The output array 'con_surfs' is optional. If it is set to NULL, the function
will only compute the number of construction surfaces in the part.
