  KI_dbl_distance          *height         --- height of cone

Returns:
  KI_tag_body              *cone           --- cone
  KI_cod_error             *ifail          --- failure indicator

Specific errors:
  KI_cone_too_sharp         Cone cannot be distinguished from a cylinder
  KI_radii_both_0           Both radii are zero
  KI_radius_too_large       Top radius too large
                            Base radius too large

Description:
  A (truncated) cone of the given dimensions is created, its base centred at the
  given point and aligned along the given axis. The cone will be truncated
  unless one of the radii is zero.
