This function sets whether nominal curves are enabled for the body.


When nominal curves are enabled, a tolerant edge can be given a nominal curve
as well as SP-curves  on its fins.  Nominal curves can only be given to edges
when nominal curves are enabled for the body.  However, edges with nominal
curves remain valid when nominal curves are disabled.
