Converts a CATVariant into a C++ char*.
- Parameters:

- the CATVariant to convert
- oString
- a C++ char* where the converted value will be stored.
- Returns:
- S_OK upon success, E_FAIL if the CATVariant
did not actually contain a CATBSTR.
