Creates an operator to blow or shrink the faces of a volume.
Each face may have its own offset value. The offset values
may be negative: the body is shrunk.
This operator can also be used to offset a shell.
- Parameters:

- iTopData
- A pointer to the topological data.
- iBody
- The input body.
- Returns:
- [out, IUnknown#Release] The pointer to the created operator. To be released with the Release method after use.
