Creates the operator that heals edge and vertex gaps inside a CATBody.
- Parameters:

- ipFactory
- The pointer to the factory of the geometry.
- ipTopData
- The pointer to the CATTopData object used to create the operator.
- ipInputBody
- The pointer to the input body.
- Returns:
- The pointer to the created operator. To be released with the Release method after use.
