Creates a local analyzer on a point of a CATCurve.
- Parameters:

- iConfig
- The level of code (Versionning).
- iSupport
- The curve on which the analysis is done.
- iPointToAnalyze
- The parameter on iSupport of the point to analyze.
- Returns:
- [out, IUnknown#Release] The pointer to the created operator. To be released with the Release method after use.
