Performs the topological check of a CGM object.
- Parameters:

- The pointer to the object to check.
- ioNumberOfSevereAnomalies
- The count of detected anomalies.
- ioForDumpOfAnomalies
- The stream on which the anomalies are dumped.
- Returns:
- The stream on which the anomalies are dumped (same as ioForDumpOfAnomalies).
