Constructs a closed configuration.
To use if the input of the algorithm has been previously stored.

- iStreamBuffer
- The pointer to the stream.
- iLength
- The length of the stream.
- iConvert
- Internal use. Use the 0 default value.
- Returns:
- [out, CATSoftwareConfiguration#Release]
