Retrieves the attributes of an element.
- Parameters:

- [in] The element
- iPartial
- [in]
Legal values:
- 0 : All values are returned
- 1 : The values: NULL, -NaN, -1.#QNAN, -nan0xffffffff, are filtered
- ioAttList
- [in][out] The list of attributes. Attributes are added in this list. Each attribute must be deleted, after been used.

- [out] error code:
