Creates a new UI transaction in the Session Undo/Redo mechanism.
Role: This method creates a new transaction. The common command context is used,
the transaction will be created even if the current one is empty
and a check about Model Undo/Redo state is performed.
- Parameters:

- iId
- Any string, used for debugging purpose.
- oTransactionIndex
- The index of the new transaction (from 1 to ...)
- Returns:
- Returns always S_OK.
